Preheat oven to 350 degrees Fahrenheit.
Melt butter and chocolate chips together in a microwave safe bowl. Stir well.
Combine sugars and eggs and Dr. Pepper.
In a medium bowl, add cocoa powder and flour.
Mix in the sugar mixture and melted chocolate.
Pour mixture into a prepared 9 x 13 baking dish or a cast iron skillet.
Bake for 25-30 minutes, or until a toothpick is inserted and comes out clean from the middle.
