- 1/3 cup unsweetened canned coconut milk
- 2 tablespoons melted coconut oil or neutral oil
- 1 tablespoon fish sauce, plus more as needed
- 2 teaspoons honey or agave syrup
- Kosher salt
- 6 sprigs fresh cilantro
- 6 sprigs fresh Thai basil, mint, or a combination
- 1/2 cup store-bought fried shallots (see Recipe Notes for homemade fried shallots)
