Ingredients
- 1 ½ pounds bay scallops rinsed
- ¾ cup white wine
- 1 -1½ cups water
- 1 bay leaf
- 1 shallot minced
- ½ tsp salt
- ¾ cup Heavy cream
- 4 Tbs butter
- 4 Tbs flour (all purpose)
- salt & pepper to taste
- 1-1½ cups shredded swiss or gruyére
