Add the pistachio oil and sugars to a bowl and mix until well combined (I used a hand mixer).

Add the cocoa powder, flour, and salt and beat until a dough with the consistency of brownie batter forms.In a small bowl, dissolve the baking soda into hot water.
Add dissolved baking soda to the batter and mix until combined.Stir in the chocolate chips.Chill the batter in the refrigerator for at least 30 minutes.After chilling, preheat oven to 350 degrees and line baking sheets with parchment paper.Scoop out tablespoons of dough onto your prepared baking sheets.
Sprinkle chopped unsalted pistachios over the tops, lightly pressing them in with the back of a spoon.
Bake for 10 minutes or until edges are set.
